February 2018 CJAB Meeting Summary

The Franklin County Criminal Justice Advisory Board (CJAB) met on February 22, 2018 at 12PM in the 3rd Floor Jury Assembly Room at the Franklin County Courthouse.

Dave Keller, Commissioner and CJAB Vice-Chair, called the meeting to order and welcomed the group. He introduced former President Judge and current Senior Judge, Douglas Herman. Justin Lensbower was introduced as the Health Services Administrator for PrimeCare Medical at the Franklin County Jail (FCJ).

Senior Judge Douglas Herman presented the Richard J. Walsh award to Reverend Jeff Diller for his instrumental years of service and dedication to the community and CJAB.

Michelle Weller, FCJ Deputy Warden, and Justin Lensbower gave a presentation on the Jail to Community Treatment Program.

In an effort to bring attention to a newly updated Franklin County Sequential Intercept Model, brief presentations were given on Intercept 0 and 1 by Human Services Administrator, Stacie Horvath, and Chief of Adult Probation, Dan Hoover, respectively.

The Grants Department reported two awards from the Pennsylvania Commission on Crime and Delinquency (PCCD) on behalf of Over the Rainbow Children’s Advocacy Center in the amount of $40,000 and $50,000 to be used in part for personnel and a forensic case manager. The Mental Health Co-responder program will be presenting at the 2018 CJAB Conference in State College in April. SCCAP staff and volunteers have developed a list of local businesses that will employ returning citizens; there are currently 62 employers on the listing which is being provided to Parole Officers and the Treatment Court Coordinator.

Glenda Helman provided the PCCD Liaison update as Karri Hull was not in attendance. PCCD funding announcements include: 2017-2018 JAG Single Solicitation, a County Offender Planning Grant, a Residential Substance Abuse and Treatment grant and a 2018-2020 Intermediate Punishment grant. The PCCD Statewide Crisis Intervention Team (CIT) Meeting will be held March 20th in State College at the Days Inn Penn State; registration deadline is March 1st.

Commissioner Bob Thomas and Stacie Horvath announced that Head Start is developing an initiative that will serve the entire family with a two generational approach to assist families before  needs reach a critical level.
