Commissioners Issue Ordinance Notice

Notice is hereby given that the Franklin County Commissioners, at their regularly scheduled meeting to be held on May 10, 2018, will consider adoption of an Ordinance authorizing an intergovernmental agreement to establish a consolidated communication system with Adams and Dauphin Counties to be known as the South Central Inter-County Communications Network (SCICNet). The proposed ordinance commits Franklin County to the joint funding and operational support of the SCICNet and sets forth an overview of the radio system, governance of the SCICNet and financial allocation to each participating county.  The proposed ordinance incorporates the intergovernmental agreement and includes the initial charter, establishing the governance of the SCICNet, as an exhibit.

The title of the proposed ordinance is as follows:  “An Ordinance of the Counties of Dauphin, Franklin and Adams, Undertaken under the Authority of the Pennsylvania Intergovernmental Cooperation Act, 53 Pa.C.S. 2301, et seq.., Planning for the Development and Operation of a Regional Telecommunication System Known as the South Central Inter-County Communications Network, Planning for the Management, Future Activities and Funding of that Network, Agreeing to Work in Concert with and to Undertake Financial and Other Obligations with Each of the Other Counties, and Creating an Agreement for Such Activities.”  The full text of the proposed ordinance to be voted on by the Franklin County Commissioners shall be available for review at the offices of the Record Herald, 30 Walnut Street, Waynesboro, Pennsylvania, the Franklin County Law Library, 100 Lincoln Way East, Suit E., Chambersburg, Pennsylvania, and at the Offices of the Franklin County Commissioners, 14 North Main Street, Chambersburg, Pennsylvania. The ordinance is also available on the county website: www.franklincountypa.gov.
