Lucy may not have been in Franklin County. From the wording of the manumission, it appears Lucy remained in Fairfax County, Virginia. Manumission provides for Lucy a post-servitude education based upon recommendation of the Pennsylvania Abolition Society. Lucy was 5 years and 3 months old when the manumission was written in 1797 putting her birth around November 1791. Her freedom would have occurred in Nov. 1819 when she turned 28.
