February 2017 CJAB Meeting Summary

The Franklin County Criminal Justice Advisory Board met on February 23, 2017 at 12PM in the 3rd Floor Jury Assembly Room at the Franklin County Courthouse.

The February Meeting of the Franklin County Criminal Justice Advisory Board (CJAB) was called to order by CJAB Vice Chair, Commissioner David Keller. Commissioner Keller welcomed the group and introduced Angela Stoner, Deputy Court Administrator.

The CJAB office reported that an update to the by-laws is needed per new minimum operating standards from the Pennsylvania Commission on Crime and Delinquency. The revision will add four new voting member positions to the CJAB.

The CJAB Office reported that Franklin County was awarded a Mental Health Criminal Justice Diversion grant which will be used to create a Co-Responder position to assist law enforcement in Waynesboro, Washington Township, and Greencastle to start in April. Adult Probation will be training on the Ohio Risk Assessment System (ORAS) with an additional Train-the Trainer event that will be held later in the year. JAG funding was awarded for an Intensive Reentry Case Management program to serve ten women. Franklin County will be awarded $220,000 from the Department of Corrections for a non-narcotic treatment program. This funding will extend the Jail To Community Treatment program, funded in part by the Residential Substance Abuse Treatment (RSAT) grant, to provide treatment in the community and will cover additional jail inmates once RSAT funding ends in June. An application will be submitted for BJA Federal Drug Court funding in the amount of $400,000 for three years. We are also applying for technical assistance from SAMHSA to update our 2012 Sequential Intercept Model and include behavioral health diversion programs.

Chief Sourbier complimented the support that Franklin County agencies and specialists provide to law enforcement. He stated that the Public Safety Training Center is becoming more active and noted that the center can provide meeting space to outside agencies.
