June 2019 CJAB Meeting Summary

The Franklin County Criminal Justice Advisory Board (CJAB) met on Thursday, June 27th 2019 at noon in the Jury Assembly Room at the Franklin County Courthouse.

Judge Van Horn called the meeting to order at 12:02PM, and welcomed the group.

Dan Hoover, Chief Adult Probation Officer, and Doug Wilburne, Deputy Chief Probation Officer, gave a presentation on the Sanctions Matrix for Parole Violations.

Glenda Helman reported the CJAB Strategic Planning Retreat is scheduled for September 19th from 8 AM to noon. The location is still to be determined. The contract for the facilitator, Nancy Dering Mock, is with the solicitor for review. The Self-Evaluation Assessment and Strategic Planning Questionnaire will be sent via email to the CJAB members in mid-July. There will be two weeks for participants to complete the surveys.

Glenda Helman provided the Criminal Justice Advisory Board office report. The Residential Substance Abuse Treatment Grant has been awarded. The Home4Good and the 2019 Drug Court Initiative grant applications are in process. The 2016 Endowment Act has been awarded a 6 month no-cost extension through September 30th, 2019. A project modification request for the Good Wolf Treatment Court to move funds from under-expended categories to other categories has been awarded. A project modification request for the Intermediate Punishment grant to move funds from inpatient service to outpatient services has been awarded. The Intensive Reentry Case Management grant has been awarded a 6 month no-cost extension through December 31st, 2019. A 6 month no-cost extension for the 2018 Drug Court Initiative through December 31st, 2019 has been requested. Grant applications for the 2019 Endowment Act, the Comprehensive Opioid Abuse Program (COAP), the County Jail-Based Vivitrol Program, and the Bulletproof Vest Partnership, have all been submitted.

Glenda Helman provided the Pennsylvania Commission on Crime and Delinquency (PCCD) Liaison report forwarded by Todd Ferretti, the Central PA Region CJAB Specialist. The Franklin County Sherriff’s Department LiveScan equipment is due for upgrade by November of 2019. The County Commissioners Association of Pennsylvania (CCAP) Technical Assistance mini-grants will be available in July; the amount will be $2,000, up from the $1,500 available last year.

Bill Bechtold provided an update for the Public Safety report. The body scanner for the jail has shipped from California and should be installed and running within a few weeks. Law Enforcement is welcome to bring individuals in custody to the jail to have them scanned by the machine if needed.

The First Contact Committee reports the Co-responder program continues to be a success; 480 people have been served since the beginning of this program.
