INVITATION FOR BID
FRANKLIN COUNTY JUDICIAL CENTER - ADMINISTRATION BUILDING
County of Franklin will receive sealed bids by and through the Franklin County Controller’s Office, Franklin County Administration Annex, 218 North Second Street, Chambersburg, PA 17201, for the Franklin County Judicial Center- Administration Building until 4:00 P.M., prevailing time on Wednesday, September 18, 2019. Bids will be publicly opened and read on Thursday, September 19, 2019 at 2:15 P.M. at the Franklin County Administration Annex, 218 North Second Street, Chambersburg, PA 17201 during its duly advertised public meeting.
The work includes all material, labor, and equipment necessary for the new construction of an Administration Building along with all of the associated site work. This bid consists of four prime contracts consisting of General Construction, HVAC, Plumbing, and Electrical. Bid Documents will be furnished by Noelker & Hull Associates, Inc. in a PDF format and can be obtained by contacting Mark Weaver at email@example.com to receive access to a dropbox account to download the documents.
Bid Security in an amount of ten percent (10%) of the Bidder’s maximum bid is required to accompany the Bid. A performance and payment bond, each in the amount of one-hundred percent (100%) of the Contract Price shall be required from the Successful Bidder.
The Contract is subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry.
A mandatory pre-bid conference for prospective bidders will be held on Monday, August 26, 2019 at 10:00 A.M. at the Franklin County Administration Annex, 218 North Second Street, Chambersburg, PA 17201. Attendance is required to enter a bid.
Bids shall be submitted only on the provided Bid Form included in the Bidding Documents. While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete, alter, amend, or make additions to the wording to any of the Bidding Documents, including but not limited to the Contract. Unauthorized conditions, exceptions, limitations, or provisions attached to a Bid may be cause for rejection of the Bid. Any questions regarding the Bidding Documents shall be submitted as Requests for Interpretation to Mark Weaver at firstname.lastname@example.org. The Bidding Documents may only be modified by Addendum issued prior to the Bid opening date.
The County of Franklin Commissioners reserve the right to reject any or all proposals and to waive any or all defects, errors, omissions, irregularities, or informalities in a Bid or the Bid Procedure and to accept any Bid it deems to be in the best interests of the County of Franklin.
