April 2018 CJAB Meeting Summary

The Franklin County Criminal Justice Advisory Board (CJAB) met on Thursday, April 26, 2018 at noon in the Jury Assembly Room at the Franklin County Courthouse.

President Judge Van Horn called the meeting to order and welcomed the group. She introduced MDJ Eyer as a voting member and Pastor Don Baker as the new Member-At-Large. Judge Van Horn had parents introduce their children who were participating in Take Your Child to Work Day.

Judge Van Horn welcomed comment and ideas from attendees of the CJAB Conference which was held in early April. Chief Hoover noted the conference covered great topics; one in particular was mental health treatment for those involved in the Criminal Justice System. Dan has reached out to Ashley Yinger for collaboration for the creation of a circular intercept model for offenders on probation/parole.

The CJAB office report was given by Glenda Helman who reported that a project modification request has been submitted and approved to update the Medical Assistance match for the Intermediate Punishment Grant as there was a significantly higher Medical Assistance contribution then accounted for in the grant. The Child Advocacy Center was awarded Victims of Crime Act (VOCA) funds and is working to resolve questions regarding program fees and income.  The Mental Health Co-responder program submitted a Justice Assistance Grant single solicitation application on 3/27/18. Also the MH Co-responder program presentation at the CJAB conference was well attended and generated much interest and questions from the audience. The Intensive Reentry Case Management (IRCM) Program submitted an application for two year funding on 4/10/18. A project modification request is being developed to reflect funding from the Day Reporting Center which will operate the Intensive Reentry Case Management (IRCM) program through 6/30/18. An application was submitted on 4/13/18 to Pennsylvania Commission of Crime and Delinquency to fund intensive Drug and Alcohol case management, family orientation, MAT, incentives, prosocial activities, and graduation incentives for the Drug Treatment Court. An onsite visit of the Drug Court program will be conducted by the National Drug Court Institute on June 27th and 28th. Glenda is awaiting confirmation from the Bureau of Justice Assistance that a grant adjustment notice can be resubmitted to finalize the budget approval for a full-time Drug Court Coordinator. The Department of Corrections Jail to Community Treatment/Vivitrol Program grant ended on 4/18/18, extensions were not available. It is anticipated that DOC will be offering an additional $3 million that counties will be able to apply for; there will be approximately a six month gap in funding. Meanwhile staff is reviewing short-term options to fund the program.

Women in Need (WIN) was awarded Victims of Crime Act (VOCA) funds which will be used for transitional housing in Franklin and Fulton Counties, rental assistance, moving expenses and child care. Housing sites will be scattered throughout the community. WIN is working with PCCD to finalize the award which is scheduled to start April 1st 2018.
