June 2018 CJAB Meeting Summary

The Franklin County Criminal Justice Advisory Board (CJAB) met on Thursday, June 28, 2018 at noon in the Jury Assembly Room at the Franklin County Courthouse.

President Judge Van Horn called the meeting to order and welcomed the group. She introduced the visiting NDCI treatment court evaluators: Teresa Allen, Steve Ward and Gary Barton. Christy Unger introduced her guests Karen Johnston,Healthy Communities Partnership Executive Director, and Shannon Lee, Chambersburg Cares Coordinator.

Christy Unger, Director of Programming, presented the Updated Franklin County Youth Risk & Behavior Data.

Kim Eaton, Director of the Day Reporting Center, and Doug Wilburne, Deputy Chief of Adult Probation, presented the Franklin County Sequential Intercept Model - Intercepts 4 and 5.

The Grants Department submitted and received approval to move funds to purchase breathalyzers for Adult Probation Officers working with Drug & Alcohol Intermediate Punishment and to purchase a cell phone and signature pad for the Case Manager of the Intermediate Punishment Program. The Intermediate Punishment 2018-2020 application is open and under review in E-grants. The Children’s Advocacy Center and the County were unable to resolve issues relating to program fees and income for the VOCA funds. Accepting funds would hinder the CAC’s ability to apply and receive other CAC specific grant funding and therefore they requested that the County move to withdraw the VOCA application. The Mental Health Co-responder funding will begin 10/1/18 if the application is approved. The South County Program was awarded a National Association of Counties achievement award.  Commissioner Thomas expressed what an honor it is for this program to be recognized at the national level. Intensive Reentry Case Management year two funding was award on 6/27/18. The Pennsylvania Council for Crime and Delinquency (PCCD) 2018 Drug Initiative for Supportive Services for Drug Treatment Court was awarded on 6/27/18 and will begin funding 7/1/18. The NDCI site visit is occurring this week, the visit includes interviews with team members and observation of Drug Court and a staff meeting. The Vivitrol program funding ended on 4/24/18. The Warden has approved use of the Jail’s Act 198 funds to cover the gap in funding. Commissioner Thomas noted this program is one of the most successful in the state. Reentry week was a success.

Todd Ferretti introduced himself as the new PCCD Liaison and provided the PCCD update. The statewide CIT conference will be held March 26, 2019 at the Penn State Days Inn. The 2019 CJAB conference will be April 9th and 10th. The CAC MDIT development grant application is open and due July 27th 2018.
