August 2018 CJAB Meeting Summary

The Franklin County Criminal Justice Advisory Board (CJAB) met on Thursday August 23rd, 2018 at noon in the Jury Assembly Room at the Franklin County Courthouse.

Judge Van Horn called the meeting to order and welcomed the group. She introduced Casey Bogner as the new Chief Public Defender. Judge Van Horn also introduced guest speakers Lindsay Walls from Grief Recovery After Substance Passing (GRASP) and Todd Sackett, Business Analyst, from the Pennsylvania Justice Network (JNET).

Lindsay Walls presented on GRASP. A candlelight vigil will be held on 8/31/18 at 8pm in Waynesboro. The Mercersburg Lions Club is also hosting an event on 8/31/18 from 6-8:30pm. Noah’s House will be hosting “Breaking the Chains of Addiction” with guest speaker Tim Ryan on September 22nd from 3-9pm.

Todd Sackett presented on JNET activities and projects.

Glenda Helman provided the CJAB office report. Intermediate Punishment was awarded funding from 2018-2020. The Mental Health Co-responder application is still open and under review. The Child Advocacy Center 2018 NCA Member’s application has been submitted to the Pennsylvania Council on Crime and Delinquency. The Grants Department is working on a Project Modification Request for a 12 month no-cost extension for the Get Back Up program. The Department of Corrections has 4.5 million dollars to award for the Medication Assisted Therapy (MAT) grants.  Grants and program staff are meeting to work on components of the application. The Reentry Coalition is working with the community to provide reentry simulations.

Glenda Helman is also working with Dianne Kelso to apply for the Endowment Act grant which is due on 9/28/18. Glenda will be sending out information for 2019-2020 VOJO funds, applications are due by 9/28. PCCD and CCAP are offering mini grants, for up to $1,500, for technical assistance and training. The mini grants are on a rolling calendar timeline.

The Behavioral Health committee reported State funds have been approved for Mental Health to expand community residential treatment housing by eight beds and to continue the Co-responder program. Commissioner Thomas noted there is a statewide best practices meeting in December. The Juvenile Justice board will vote on 8/28/18 determining if youth court will be a club or after school program. Kristin Hamilton and Kim Eaton will speak at the October Youth Conference.
