Commissioners Intend to Hold the Line on Taxes for 2021

The Franklin County Commissioners reviewed the preliminary budget for 2021 at the afternoon session of the Board of Commissioners meeting on Wednesday. The preliminary budget is the first step in the County’s budget adoption process.

The Franklin County Commissioners reviewed the preliminary budget for 2021 at the afternoon session of the Board of Commissioners meeting on Wednesday. The preliminary budget is the first step in the County’s budget adoption process. It offers a summary of revenue projections and expenses based on department requests, including capital and personnel expansion.

“The County has not increased taxes for the general fund since 2015 and our intention is to continue that track record,” stated Commissioner Chairman Dave Keller.

Historically, the preliminary budget is significantly higher than the final budget, which is proposed after the Board provides direction. The total preliminary budget for all county departments and operations for 2021 is $162.9 million which includes a 10% increase in health benefit costs and a required pension contribution of $2.4 million. Last year’s preliminary budget was $163.6 million and was finalized at $157,971,700 after board guidance.

The Commissioners will deliberate the preliminary budget next Wednesday. This will provide direction to staff on the priorities and parameters of the 2021 budget in order to create an efficient and goal-oriented final budget.

“Though each department and office puts forth thoughtful initial requests, the Board will provide guidance which will help to prioritize objectives,” said Carrie Gray, County Administrator.

 A 2021 proposed budget will be presented on November 25, 2020, at the Commissioners’ Meeting. It will then be available for public review at the Commissioners’ Office (340 N. Second Street) and on the county’s website at www.franklincountypa.gov for 20 days.  On December 16, 2020 the Commissioners will consider adopting the final budget.
