Overview

The register and recorder registers, records and files all documents pertaining to land records, deeds, mortgages, etc. and handles the probate of estates for executors or administrators.

The Franklin County Register & Recorder’s office is charged with the following:

  • Recording all documents pertaining to land records, deeds, mortgages, etc.
  • Handling the probate of estates upon death for executors or administrators
  • Serving as the collection agency for the Pennsylvania Department of Revenue for state realty transfer tax and inheritance tax
  • Recording military discharge records

All documents listed above are registered, recorded and filed within this office.

Franklin County Register & Recorder information is now on the LANDEX System. You can access Recorder of Deeds online at LANDEX Remote. If you have any questions pertaining to the LANDEX System, please call 717-274-5890.

The Franklin County Register & Recorder’s office is requiring that any probating of estates be done by appointment only. Anyone wanting to record with our office can do so by e-recording (Simplifile, CSC or EPN), mail or in person in our office. Public searching of land records can be done remotely through Landex.com or in our office.

General information

Common Level Ratio (July 1, 2024 through June 30, 2025): $12.20

All documents are priced at 4 pages and 4 names. There is a $2.00 per page fee over 4 pages and a $0.50 fee for each name over 4.

One original notation per document.

Realty Transfer Tax: (Where no fee is specified hereon, the fee shall be set by the Recorder of Deeds.) A State Tax of 1% of the consideration (or assessed value) and local tax of the same is due when recording. All deeds shall set forth the true consideration or be accompanied by a “Statement of Value.” If an exception from taxation is claimed, either full or partial, the deed MUST be accompanied by a “Statement of Value” unless noted on the deed. The “Statement of Value” shall be FULLY COMPLETED. Where the property is located in TWO or MORE taxing authorities, the recording deed shall indicate thereon the value of the property in each taxing authority for local realty transfer tax purposes.
