The Franklin County Treasurer acts as the primary agent on behalf of the Commonwealth of Pennsylvania for the sale of certain licenses and permits.
The county treasurer acts as the primary agent on behalf of the Commonwealth of Pennsylvania for the sales of licenses and permits listed below. During an average year, the Franklin County Treasurer provides licensing services to more than 35,000 Franklin County residents.
The Franklin County Treasurer’s Office is open Monday through Friday, 8:30 a.m. – 4:30 p.m.
However, NO SALES WILL BE TRANSACTED AFTER 4 p.m.
Licenses and Permits
Dog Licenses
Pennsylvania state law requires all dogs to be licensed at the point of purchase/adoption (earliest is 8 weeks old) or 3 months of age, whichever comes first. Dog licenses are valid from January 1 to December 31 of the current year, even if purchased late in the year. Below you will find information on applying for either an Annual Franklin County Dog License or a Lifetime Dog License.
Annual Franklin County Dog License
Apply online:
- Visit www.padoglicense.com
- Select Franklin County.
- You must use a credit card
- there is a $ 2.00 convenience fee for each license purchased.
Apply by mail or in person:
- Download and print the Dog License Application.
- Complete all sections of the application.
- You will need one application per dog.
- Please make sure you sign each application.
- Mail or bring the completed application along with payment to the Franklin County Treasurer’s Office at 272 North Second Street, Chambersburg, PA 17201.
- Payments for mailed applications can be made by check or money order, payable to Melody Shuman, Treasurer.
- The fee for returned checks is $25.00 whether they are sent or delievered in person.
- In-person payments can be made by cash, check, money order or credit card.
- There is a $2.00 convenience fee per license when paying by credit card.
Lifetime Dog License
- Your dog must have a microchip implanted or tattoo before it can be licensed with a lifetime tag.
- The tattoo number must be assigned by the Franklin County Treasurer’s Office and paid for prior to having the dog tattooed.
- Obtain both a Permanent ID Verification Form and a Lifetime Dog License Application from your veterinary office or the Franklin County Treasurer’s Office, or download the forms here.
- Complete all sections of the application and verification form for each dog to be licensed.
- Please make sure you sign each form and obtain the signature of the person implanting/scanning the microchip or tattooing.
- Mail or bring the completed forms along with payment to the Franklin County Treasurer’s Office at 272 North Second Street, Chambersburg, PA 17201.
- Payments for mailed applications can be made by check or money order, payable to Melody Shuman, Treasurer.
- The fee for returned checks is $25.00
- In-person payments can be made by cash, check, money order or credit card.

Fishing Licenses
A license can be purchased at the Franklin County Treasurer’s Office, at any of the Pennsylvania Fish Commission’s licensing agents or online at Hunt Fish PA.

FEES

Hunting Licenses
A license can be purchased at the Franklin County Treasurer’s Office, at any Pennsylvania Game Commission licensing agent or online at Hunt Fish PA . Licenses for disabled veterans can ONLY be purchased at a county’s treasurer’s office.

Sportsman’s Firearm Permits
Sportsman’s firearm permits can be purchased at the Franklin County Treasurer’s Office by an applicant who provides valid ID and possesses a current hunting or fishing license.
A Sportsman’s Firearm Permit is NOT a License to Carry a firearm concealed permit. Please visit the Pennsylvania State Police website for more information.
FEES
The permit is valid for five years and the fee is $6.00. Payments can be made by cash, check or money order. The fee for returned checks is $25.00.
Bingo Licenses
An association must have existed or conducted business in the furtherance of its written Constitution, Charter, Articles of Incorporation or express purposes for two years prior to applying for a bingo license.
EXCEPTION: An association whose membership consists exclusively of elderly residents of a senior citizen housing project may apply for a bingo license immediately after it is organized.
Instructions for completion can be found on the application.
The application shall be signed by the executive officer or secretary of the association. The application does not require notarization.

Small Games of Chance
An association must have existed or conducted business in the furtherance of its written Constitution, Charter, Articles of Incorporation or express purposes for one year prior to applying for a small games of chance license.

Instructions for completion can be found on the application. For best results, download and save the application to your computer, then open the saved copy to complete the form. Do not try to complete the application in the initial pop-up window.
Be sure to have your application notarized prior to submission. The Franklin County Treasurer’s Office does not have notary services.

An association must have a small games of chance license before applying for a special raffle permit.
