Multi-county Insurance Program Pays Dividends, Offsets Costs

Franklin County is pleased to be receiving $43,312 in dividends for 2018 from the County Commissioners Association of Pennsylvania’s PA Counties Risk Pool Unemployment Compensation Trust. The trust is a self-insured program that provides unemployment compensation insurance to Pennsylvania member counties. Franklin County is one of 47 Unemployment Compensation Trust member counties.

“Since joining this collaborative insurance program in 2015, the County has received almost $250,000 in additional revenue which saves taxpayer dollars,” said Franklin County Board of Commissioners Chairman Dave Keller.

Although annual dividends are not guaranteed, Franklin County has received an average of $49,665 per year since 2015. The additional revenue is used to offset unemployment costs.

Membership services include reviews of all claims filed against the county, quarterly claims statements, training workshops, and on-site training.

“The Franklin County Human Resources department works diligently to implement best employment practices which helps to ensure the success of this program,” said Human Resources Director Tiffany Bloyer.
