On-Premise Emergency Services Telephony System

The Franklin County Board of Commissioners is requesting sealed proposals from qualified telecommunications solution providers for an on-premise emergency services telephony system. Contractors are to provide design, provision of materials, installation, configuration, migration, and support of a new on-premise enterprise voice communication system for the Franklin County Department of Emergency Services.
This system will replace a legacy voice platform currently supporting mission-critical emergency communications, including internal coordination of first responder operations and failover handling of Next Generation 911 (NG911) call routing.
The county requires a highly reliable solution that maintains local survivability, copper-based PRI connectivity, and operational independence from cloud voice services or internet connectivity disruptions.

Pick Up & Delivery Of Election Equipment & Supplies

The Franklin County Controller’s Office, Franklin County Administration Building, 272 North Second Street, Chambersburg, PA 17201, will receive sealed bids for the pick up and delivery of election equipment and supplies until 4 pm prevailing time on Tuesday, September 22, 2026. All bids so received will be publicly opened and read on Wednesday, September 23, 2026 at 10 am at the Franklin County Commissioners’ Office, 272 North Second Street, Chambersburg, PA 17201.

Request for Proposals for Professional Audit Services

The County of Franklin is requesting proposals from qualified independent certified public accounting firms to perform annual financial and compliance (Single) audits for the County. The selected firm shall conduct audits of the County’s financial statements in accordance with generally accepted auditing standards (GAAS), Government Auditing Standards issued by the Comptroller General of the United States, and, when applicable, the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).
