Notice is hereby given of Franklin County Metropolitan Planning Organization’s (MPO) release of a Request for Proposals to secure the services of qualified firm resources that will serve in an on-call consultant capacity to assist in MPO planning processes, help support ongoing responsibilities and provide analysis for the future work of FCMPO. Proposals will be accepted between March 24 until May 7 at 3 pm (EST).

Pre-Proposal Conference
An optional Pre-Proposal Conference will be held virtually at 1 pm (EST/local time) on Wednesday, April 2, 2025, conducted from the Franklin County Administrative Building. While attendance in this conference is not mandatory for those wishing to submit proposals, it is strongly encouraged. In order to receive an invitation to this virtual meeting, please send a request to procurement@franklincountypa.gov by Tuesday, April 1, 2025 at 4 pm.
Question & Answer Period
Questions and inquires shall be submitted in writing to procurement@franklincountypa.gov. Questions may be submitted by mail or, preferably, by e-mail. As reasonably as possible and appropriate, written responses will be prepared and distributed to all that have received or requested the RFP packet and posted below. Questions may be submitted until Wednesday, April 9, 2025 at 4 pm.
The director/staff will not respond to telephone inquiries and will not meet individually with any potential contractors.
Deadline For Proposals
To be considered, proposals must be received no later than 3 pm EST on Wednesday, May 7, 2025 following the instructions outlined in the attached document.
Franklin County Jail Kitchen HVAC Replacement

Notice is hereby given that sealed bids will be received by the Franklin County Controller’s Office, Franklin County Administration Building, 272 North Second Street, Chambersburg, PA 17201, for the Kitchen HVAC Replacement for the Franklin County Jail until 4 PM prevailing time on Tuesday, April 29, 2025. All bids so received will be publicly opened and read on Wednesday, April 30, 2025 at 10 AM prevailing time at the Franklin County Commissioners’ Office, 272 North Second Street, Chambersburg, PA 17201.
Specifications, instructions and bid forms will be furnished by the Franklin County Procurement Office upon request at 272 North Second Street, Chambersburg, PA 17201, or by calling 717-261-3890.
Any contract awarded under this Invitation for Bid is subject to the Pennsylvania Prevailing Wage Determination and Anti-Kickback Regulations issued by the Secretary of Labor to be included in contract documents.
Pre-Bid Conference
A mandatory pre-bid conference for prospective bidders will be held at the Franklin County Jail at 1804 Opportunity Avenue Chambersburg, PA 17201 on Tuesday, April 15, 2025 at 10 AM.
Deadline For Bids
Sealed bids will be received by the Franklin County Controller’s Office until 4 PM prevailing time on Tuesday, April 29, 2025. All bids so received will be publicly opened and read on Wednesday, April 30, 2025 at 10 AM prevailing time at the Franklin County Commissioners’ Office.
The Franklin County Commissioners reserve the right to reject any or all bids and to waive any or all defects, errors, omissions, irregularities or informalities in any bid.
Awards shall be made only to responsible bidders that possess the potential to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
