Municipal Solid Waste Disposal Capacity Assurance

The Franklin County Board of Commissioners through the Franklin County Planning Commission is accepting qualifications for the disposal of municipal solid waste generated within the County of Franklin. Through this Request for Qualifications, the County will select the disposal facilities and method of disposal to ensure disposal capacity in accordance with the provision of the Pennsylvania Municipal Waste Planning, Recycling, and Waste Reduction Act of 1988, 53 P.S. § 4000.101, et seq. (“Act 101”). Act 101 mandates that each County must have secured disposal capacity for the municipal waste generated within its boundaries for a period of ten years. Those facilities entering into agreement with the County for secured capacity will be designated in the Municipal Solid Waste Management Plan of Franklin County.
Owners of processing or disposal facilities desiring to use those facilities to process or dispose municipal solid waste generated within Franklin County must respond to this RFQ with a separate proposal for each such facility by the appropriate deadline, including submission of an executed Municipal Waste Disposal Capacity Assurance Agreement.

An optional virtual Pre-Submission Conference will be held June 20, 2025 at 2 pm EST.
Technical Questions
Technical questions concerning this RFQ shall be submitted in writing no later than 3 pm EST on June 27, 2025 to procurement@franklincountypa.gov.
Deadline For Responses
Sealed responses are due July 7, 2025, on or before 3 pm EST. To qualify for consideration, one original and one electronic copy of the qualifications are to be submitted to:

The outside of each sealed envelope must be marked “Qualification – Disposal Capacity”. One copy of the qualifications document must be clearly marked as the original and contain the original forms, the municipal solid waste disposal capacity agreement and cover letter.

Notice is hereby given that sealed bids will be received by the Franklin County Controller’s Office, Franklin County Administration Building, 272 North Second Street, Chambersburg, PA 17201 for a Mid-Size SUV for the Franklin County Sheriff’s Office until 4 pm prevailing time on Tuesday, July 8, 2025. All bids so received will be publicly opened and read on Wednesday, July 9, 2025, at 10 AM prevailing time at the Franklin County Commissioners’ Office, 272 North Second Street, Chambersburg, PA 17201

The Franklin County Commissioners reserve the right to reject any or all bids and to waive any or all defects, errors, omissions, irregularities or informalities in any bid.
Awards shall be made only to responsible bidders that possess the potential to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
Employee Benefits Brokerage & Consulting Services
