Franklin County Commissioners Issue Response To Boroughs’ Call For Reassessment

CHAMBERSBURG, Pa. – Earlier this week, several boroughs released a joint statement regarding an investigation into the need for a countywide property reassessment in Franklin County. In response to those assertions, the Franklin County Commissioners offer the following explanation:

As per state guidelines, the Franklin County Tax Assessment Office validates every property sale. If staff find there are new structures on a property – or some that have been removed – staff adjust the property assessment for that change and only for that change. This method is not fraudulent; this is not a scheme. The changes to a property’s assessment rate are not a spot assessment. The changes are not based on the property’s sales price.

Additionally, the statement also claimed the boroughs’ hired experts experienced “difficulty obtaining necessary information” to conduct its analysis. The county can confirm that staff provided the required information to Knox Law, as requested through an open records request, and offered to provide additional requested information.

While we respect the boroughs’ right to voice their opinions regarding the county’s property tax system, we fundamentally disagree with the experts’ findings.
