CHAMBERSBURG, Pa. – The Franklin County Commissioners proudly presented the January 2025 Employee of the Month award to Heather Franzoni during the board’s Feb. 5 public meeting. Franzoni has been employed by Franklin County since October 2011 and currently serves as the warden of the Franklin County Jail.

January’s Employee of the Month recipient was determined by the Special Thanks and Recognition (STAR) Committee, which received 27 nominations for the January award, three of which were for Franzoni. Several colleagues recognized Franzoni for her strong work ethic and dedication, including going above and beyond her normal duties to take care of her staff and for setting an example not just for her employees but for other correctional institutions across the state.

“Heather’s outstanding performance during the last few months has been extraordinary,” said one nomination. “Heather has consistently demonstrated a strong work ethic, dedication … and commitment to our team’s success. Her continuous efforts to keep Franklin County safe are endless.”

The nomination continued, “Ms. Franzoni is a workhorse. She consistently works 24/7. There is never a time she cannot be reached. She is here each and every day around 5 a.m. but not scheduled until 8:30 a.m., and she is still here when most leave at 4:30 p.m. Heather comes in on her days off to assist in handling employee and staffing situations, and she is consistently delivering an extraordinary quality of work. She is always willing to assist and always has a smile on her face. Her positive attitude is contagious.

“Heather came in over a weekend that she was off. She was not paid extra for doing it, but she wanted to make sure that overtime stayed low to get the jail’s budget on track. She took it upon herself to work a position to assist with staffing,” the coworker continued. On another occasion, Franzoni picked up a shift “so staff could stay home with their families and enjoy Thanksgiving and eliminate as much overtime as possible. … She has come in during the middle of the night to assist with a situation, and then never went home to get any sleep; she stayed and worked a full day and beyond. And, over the Christmas and New Year holiday, Heather stayed late, came in early and made sure staff could get a break. … These situations were all above and beyond her normal scheduled hours of work.  She never stops. She is always thinking of other people.”

Another nomination said, “Heather is encouraging and exemplifies a great leader. She has earned the respect of her peers and demonstrates innovative ideas with great results that assist with the safety and security of Franklin County. Heather has a commitment like no other. She is team oriented and selfless. I do not know how you could find anyone more deserving and who lives and breathes the Correctional Code of Conduct.”

Franzoni’s outstanding characteristics are attributes that have not gone unnoticed by her peers. She is described as having a strong work ethic, producing an extraordinary quality of work, dedicated, positive and innovative.

The Franklin County Commissioners congratulated Franzoni on her recognition and thanked her for her excellent work and for exuding such a high standard of knowledge, leadership and excellence to the employees and residents of Franklin County.
