Franklin County is currently accepting applications from interested individuals, with a preferred background in real estate, banking or construction, to serve as members of the Board of Assessment and Revision of Taxes (BART). The Franklin County Board of Assessment Appeals is an independent Board, authorized by statute and appointed by the County Commissioners, established for the primary purpose of hearing real estate tax assessment valuation cases. Essential functions of the Board include prescribing lawful procedures to be followed in the assessment appeals process, reviewing all relevant evidence and documentation present at a tax appeal hearing, consulting with the chief assessor and Board of Assessment solicitor to determine the appropriate market value, and staying apprised of current real estate market trends and laws. Three board members and two alternatives will be appointed to two or four-year terms. Board members are paid $80 for the first four hours worked per day and thereafter $19.25 per hour. Board members are required to participate in a nine hour training provided by the Assessor’s Association. There are no minimum or maximum hours guaranteed; however, it is anticipated that the time commitment will not exceed 250 hours annually. Board members have the opportunity to provide input on the schedule. Applications may be obtained by calling the Commissioners’ Office at (717) 261-3812 or via email klmills@franklincountypa.gov.
