Arrest of Amy Gipe

Rule 3.8 of the Pennsylvania Rules of Professional Conduct outline the “Special Responsibilities of a Prosecutor” as it pertains to extrajudicial (outside of court proceedings) statements that have a substantial likelihood of heightening public condemnation of the accused. With care and attention to that rule, please be advised of the following and necessarily-limited information:

Today, Amy Gipe was taken into custody and a criminal complaint was filed charging her with Criminal Homicide (Accomplice), Solicitation to Commit Murder, Conspiracy to Commit Murder, and Hindering Apprehension. Specifically, Amy Gipe was charged as an accomplice and co-conspirator with Kevin Rouner, who has already been charged with First Degree Murder for the death of Amy Gipe's husband, David Gipe, on July 18, 2013.

PRESS RELEASE – Arrest of Amy Gipe September 16, 2015 2 After Kevin Rouner was charged with First Degree Murder, the investigation surrounding Amy Gipe's role in the murder continued until today. The lengthy Affidavit of Probable Cause exhaustively demonstrates the detail of Amy Gipe's criminal involvement in her husband's murder.

The affidavit shows her prior knowledge and awareness and encouragement of the murder, as well as the subsequent measures she took to cover up what had actually happened when interviewed by Detectives from the Chambersburg Police Department. The complaint was filed at the office of Magisterial District Judge Glenn Manns, and no bail was set after the Defendant was preliminarily arraigned. The date for Defendant Gipe's preliminary hearing has been scheduled for September 29, 2015 at 8:15 A.M.

David Gipe's surviving family members have been advised of the above and support the prosecution of Amy Gipe. Law enforcement sincerely thanks them for their continued patience with the prosecution of Kevin Rouner and simultaneous investigation of Amy Gipe to date. The District Attorney’s Office commends the stalwart effort of the Chambersburg Police Department, and its Criminal Investigation Division in particular, in its steadfast commitment to seeking justice.
