The Franklin County Commissioners approved ‘intent to award’ bids related to archives facility general construction and construction related to plumbing, mechanical and electrical.
“The renovated archives facility will adequately store and preserve all records that the county is mandated by state law to retain, including our most important historical documents, and keep them accessible to county offices and the public,” said Commissioner Chairman Dave Keller.
Bids will be awarded to the following lowest bidders upon receipt of required paperwork: JC Orr & Son of Altoona, PA for general construction; Carl E. Frantz of Biglerville, PA for plumbing construction; Stouffer Mechanical of Chambersburg, PA for mechanical construction; and Monacacy Electrical of Littlestown, PA for electrical construction.
Bid amounts total $2,368,902.00 and include total rehabilitation to the garage area of the building, construction of a storage file system and an information technology data center to primarily serve downtown county buildings with backup capabilities for the Department of Emergency Services.
The building at 340 N. Second Street is currently used as temporary office space for the Commissioners’ Office.

Costs associated with the archives facility are part of the overall Court Facility Improvement Project budget. The project addresses long standing needs for safety and security, adequate space to meet the demands of a growing county, and for co-locating court offices and services onto one courthouse campus for efficiency and convenience. The Archives facility is one of five projects within the Court Facility Improvement Project. Also included are a judicial center, administration building, and renovations to the Courthouse Annex and Old Courthouse.
