April 2019 CJAB Meeting Summary

Judge Van Horn called the meeting to order at 12:02PM, welcomed the group and welcomed Judge Todd Sponseller.

Matt Fogal, District Attorney, gave a presentation on the Overdose Task Force.

Glenda Helman presented the Strategic Planning Proposal from consultant, Nancy Derring Mock. Nancy included a tentative schedule to distribute the Strategic Planning Questionnaire and Self-Assessment Survey during July or August. Nancy is tentatively available in September for a half day planning session. In addition, Nancy will work with each committee to develop an action plan and then collaborate with the Grants Department to develop the full Strategic Plan. Judge Van Horn asked the CJAB if it is the recommendation of CJAB to the County Commissioners to engage the consultant. The recommendation was approved by consensus. The Grants Department will move forward for approval from the County Commissioners.

Glenda Helman provided the Criminal Justice Advisory Board office report. A Grant Adjustment Notice (GAN) for Good Wolf Treatment Court has been submitted to move funding from the Travel category to Other for conference registration expenses per the Enhanced Programmatic Desk Review and a second GAN was submitted to change the address of the Commissioner’s Complex to the new location at 340 North Second Street in Chambersburg. A project modification request for Intensive Re-entry Case Management has been submitted for a no cost extension to 12/31/2019. The Federal Comprehensive Opioid Abuse Site-Based Program grant solicitation and summary were distributed on April 25th; a letter of intent will be due Wednesday, May 1, 2019 for anyone interested in applying.

Chief Sourbier provided the Public Safety Report. Discussion on how to conform to the new Act 79 requirements is taking place. The new law requires anyone who is a defendant of a Protection From Abuse (PFA) order either temporary or final to relinquish all weapons within 24 hours. Defendants can bring these weapons to any local police department. This requires the departments to enter data on the state website. There is concern around fulfilling all mandated requirements, overwhelming numbers of weapons being held within the local police departments, and the handling of weapons and liability.

The Juvenile Justice Committee reviewed essay and poster contest entries for Victims’ Rights week and voted on four winners based on age group and type of project. Franklin Together Reentry Month is hosting a movie night on April 25th at the Capital Theater in Chambersburg. The showing of “Healing Justice” is filled to capacity at 150 registered. A candlelight vigil will also be held at 7PM on April 30th at the Waynesboro Main Street Parklet.

The next meeting of the Franklin County Criminal Justice Advisory Board will be held on Thursday, June 27^th 2019 at noon in the Jury Assembly Room at the Franklin County Courthouse.
