August 2017 CJAB Meeting Summary

After calling the meeting to order, President Judge and CJAB Chair, Carol Van Horn, called upon Commissioner Bob Ziobrowski to introduce the new CJAB COG representative, Dawn Scheller. Assistant County Administrator, Steve Nevada, introduced Ashley Yinger as the County’s new MH/ID/EI Administrator. Chief of Adult Probation, Dan Hoover, introduced Doug Wilburne as the new Deputy Chief.

The Executive Director of Noah’s House, John Lloyd, provided a presentation on the work being done at the recovery house.

The CJAB office report was given by Julia Lehman who reported that the Residential Substance Abuse Treatment (RSAT) grant project period has been extended to December and budget modifications have been approved. The Bureau of Justice Assistance grant for Good Wolf Treatment Court implementation requesting $400,000 for three years has been submitted and awards will be announced in September. The Grants Department has submitted applications on behalf of Over the Rainbow Children’s Advocacy Center for an NCA member grant in the amount of $50,000 and a continuation Endowment Act grant for $40,000. Both awards will be announced in December. A project modification was submitted for the Intermediate Punishment program grant to add recovery housing and translation services. A project modification for the Intensive Reentry Case Management (IRCM) program will be created to extend the project period for 6 months.

Karri Hull gave the PCCD liaison report and briefed the group on upcoming funding opportunities and trainings.

Announcements included Commissioner Bob Thomas informing the group that he will be presenting at a SAMHSA sponsored national convention on the topic of data driven justice. Mark Singer, Court Administrator, commented that Good Wolf Treatment Court is going well and ties into the day’s presentation. Warden Bechtold stated that the jail population was 522 and additional inmates will need to be placed out of county and increased coordination will be needed. It was suggested that this be brought to the Case Flow Committee for further discussion.

The next meeting of the Franklin County Criminal Justice Advisory Board will be held on Thursday, October 26, 2017 at noon in the Jury Assembly Room at the Franklin County Courthouse.
