October 2017 CJAB Meeting Summary
The Franklin County Criminal Justice Advisory Board (CJAB) met on October 26, 2017 at 12PM in the 3rd Floor Jury Assembly Room at the Franklin County Courthouse.
President Judge and CJAB Chair, Carol Van Horn, called the meeting to order and introduced Glenda Helman and the new Director of Grants Management and Sue Davis as Treatment Court Coordinator. David Julock was in attendance representing the Pennsylvania State Police.
A presentation on the Good Wolf Treatment Court was given by District Attorney, Matt Fogal and President Judge Van Horn.
Julia Lehman gave the CJAB Office report and updated the group that the Bureau of Justice Assistance (BJA) grant for Good Wolf Treatment Court implementation has been awarded for $400,000 for three years. Applications on behalf of Over the Rainbow Children’s Advocacy Center (OTR-CAC) for an NCA member grant in the amount of $50,000 and a continuation Endowment Act grant for $40,000 are pending. Both awards will be announced in December. The Grants Department submitted a Victims of Crime Act (VOCA) grant on behalf of OTR-CAC for $100,000 over two years to fund a forensic interviewer. Awards will be announced in March. A new project modification for the Intermediate Punishment program grant is being discussed to request additional funds. A project modification for the Intensive Reentry Case Management (IRCM) program to extend the project period for 6 months has been submitted. The Executive Committee has been working with the Grants Department on a budget modification for the BJA grant.
Karri Hull, PCCD liaison, was unable to attend the meeting. Julia Lehman reported on her behalf that there is a Stepping Up Conference in State College in December, a CIT statewide meeting in March, and the CJAB Conference will be held in April.
DA Fogal presented ADA Lauren Sulcove with a gift and thanked her for her years of service as she moved to the Attorney General’s office.
Announcements included Commissioner Bob Thomas sharing continued success of the Co-responder program. The Veteran’s Expo will be held on November 1st in the Chambersburg Mall.
