Commissioners Select Construction Management Firm for Courthouse Facility Improvement Project

March 15, 2018 – Today the Franklin County Board of Commissioners approved a contract with Franklin Advisory to provide construction management services for the Court Facility Improvement Project. Franklin Advisory will work with Project Manager, John Hart, to evaluate designs, bid documents, and permitting from a value engineering perspective to identify and eliminate potential project inefficiencies during the final design phase of the project.

“This is a best management practice that the County has utilized in the past to ensure on-time and on-budget construction projects,” said Commissioner Chairman, Dave Keller.

Franklin Advisory is locally owned by John Boozer who has 42 years of experience in a wide range of large building projects and high security federal buildings, including the White House. Franklin Advisory has provided construction management services nationwide as well as for many Franklin County projects including the Heritage Center, the Franklin County Visitors Bureau, and the Fort Chambers Building.  Commissioner Bob Thomas commented, “We are fortunate to have someone with such expertise in Franklin County.”  Boozer is supported in his work by a group of 14 other construction management professionals.

Commissioner Bob Ziobrowski noted that the cost of project management associated with the Court Facility Improvement Project is projected to be less than 1% of the total project cost. This falls well below the industry standard of 2-4%. The proposed contract for professional services from Franklin Advisory is for $9750 per month and is a cost that has been accounted for in the total project budget.

As the County’s multi-site building project moves forward, Franklin Advisory is expected to become the ‘Clerk of the Works,’ overseeing all aspects of building construction to ensure the integrity and success of the Court Facility Improvement Project.
