December 2018 CJAB Meeting Summary

President Judge Van Horn called the meeting to order and introduced Patricia Winebrenner as the acting MH/IDD/EI Administrator.

In lieu of a presentation, each CJAB committee reviewed respective accomplishments for the year.

Judge Van Horn introduced the CJAB Self-Assessment and Strategic Planning for 2020-2023 as new business explaining that the current strategic plan expires in 2019. Glenda Helman and Marisa Shields presented an overview and time line for the process. They are developing self-assessment questions and a strategic plan survey, both to be provided to the full CJAB.

Glenda Helman provided the CJAB office report: the 2018 National Children’s Alliance Member Children’s Advocacy Center grant application has been submitted to PCCD (Pennsylvania Commission on Crime and Delinquency)  and is ready for commission approval. The Jail to Community Treatment (Vivitrol) Program funding announcement has still not been released. The Grants Department has been working with Fiscal, Jail and PrimeCare staff to gather information in preparation for the application’s release. Reentry Coalition funds were awarded through a PCCD mini-grant for a reentry simulation for up to 80 county employees at the April Human Service Training Day. Get Back Up received a 12 month no-cost extension. Jen Ewing has been hired as the Co-responder for Chambersburg; Office of Mental Health and Substance Abuse Services (OMHSAS) is funding the Chambersburg program and will also fund the current south county program after the current PCCD grant ends on 12/31/2018. Gaudenzia was awarded the contract for the Good Wolf Treatment Court Case Manager; the contract is with Gaudenzia for signature. Information has been provided to the BJA program manager for the Enhanced Programmatic Desk review, the review has not been completed to date.

Glenda Helman presented the PCCD Liaison report on behalf of Todd Ferretti. 2019 Community Violence Prevention/Reduction grant funds are available to support school safety and security and provide funding for behavioral health, health care services, mentoring, fostering collaboration and any other programs designed to curb community violence.  2018 PA Academic and Career/Technical Training (non-competitive) funds are available to advance academic and career/technical training among adjudicated youth receiving services in residential facilities or community based providers that are Pennsylvania Academic/Career & Technical Training Alliance (PACTT) affiliates. There is also 2018-2019 PACTT competitive funds available to residential facilities, community based providers and juvenile probation departments that are not PACTT affiliates. Shippensburg University is seeking up to $920,415 in federal Juvenile Justice and Delinquency Prevention funds to support the Compliance Monitoring Project over the next two years.  The next Pennsylvania Justice Network (JNET) meeting is December 13th and 14th at the Penn Stater Hotel in State College.  The 2019 Statewide Crisis Intervention Training (CIT) Meeting is being held March 26th at the Days Inn Penn State.  The 2019 CJAB Conference will be held April 9th and 10th at the Penn Stater Hotel in State College. 

Executive Committee explained in 2019 focus will be facilitating the Strategic Plan update and providing continued support to all CJAB committees. Commissioner Keller noted the Technology Committee supports the direction of Adult Probation and the Jail as they work to find a permanent solution to UCM issues. The committee monitored the replacement of the Courthouse finger print machines. The committee also monitored document management improvements with the Clerk of Courts and Prothonotary. Judge Van Horn reported on Victims Impact on behalf of DA Fogal. DUI Victim Impact panels continue with positive outcomes with an average attendance of 60-70, with some having required attendance. Over the Rainbow Children's Advocacy Center continues to grow, serving 300 individual child victims and their families. All law enforcement agencies have been trained on and are utilizing the lethality assessment.  The support group for the loved ones of victims of overdose death, GRASP, is up to 27 members. Due to the Courthouse Facility Improvement Project, DA Fogal worked with the courts to relocate Victim/Witness to Courtroom 1 and the committee is working with facility planners for a separate space, appropriately decorated, for juveniles. Rick Ackeman reported on Juvenile Justice on behalf of Kati McGrath. Youth Court continues to be an initiative.  Kim Eaton noted there was positive feedback and is hoping to have Waynesboro trained and operational in 2019. Development of a Juvenile Justice Stakeholder training was another 2018 initiative, a PowerPoint with 180 slides was created and can be tailored based on the audience.  Presentations were done at Children & Youth, MDJ Gomez-Shockey’s office, CJAB and Children’s Roundtable.

The next meeting of the Franklin County Criminal Justice Advisory Board will be held on Thursday February 28, 2019 at noon in the Jury Assembly Room at the Franklin County Courthouse.
