August 2019 CJAB Meeting Summary

Judge Van Horn called the meeting to order at 12:03PM, and welcomed the group.  Judge Van Horn thanked Dan Hoover for his 30 years of service and involvement in the CJAB and welcomed Doug Wilburne as the acting Chief Probation Officer.

Lt. McAreavy, Criminal Investigation Section Supervisor with the Pennsylvania State Police, gave a presentation on Franklin County Crime Statistics; Doug Wilburne, Acting Chief Probation Officer, provided a presentation of Franklin County DUI Statistics; and Missy Switzer provided a personal account of her experiences when her son was killed by a drunk driver and discussed her present involvement in leading victims’ impact panels.

Nancy Dering Mock, Strategic Planning Facilitator, has informed that 23 CJAB Strategic Planning Surveys and Self-Assessment Questionnaires have been completed and submitted to the facilitator. Any additional remaining surveys may be submitted by the end of this week. The CJAB Planning Retreat is scheduled for Thursday, September 19 from 8 a.m. till noon at Wilson College. Currently 23 have confirmed attendance.

Glenda Helman provided the Criminal Justice Advisory Board office report. Franklin County has been awarded three new grants, two will be funding for the Jail to Community Treatment Program and one for the Children’s Advocacy Center. Three budget modification requests have been approved for the Good Wolf Treatment Court, Intensive Reentry Case Management and the Children’s Advocacy Center.  The Grants Department has submitted 4 budget modifications. There are 6 applications and PMRs in progress. September is National Recovery Month. The Commissioner’s Proclamation will be on September 3rd at 9:45AM.

Todd Ferettii, PCCD Liaison, emailed PCCD updates. Currently, only one grant is open currently for PCCD, the 2019 NCA Children’s Advocacy Grant. The Grants Department submitted an application for this grant on Friday August 16th. The CCAP Mini Grant for $2,000 is currently under review. If awarded, this grant would help offset costs associated with the Strategic Planning Retreat.

Chief Sourbier provided the Public Safety Report. A presentation on the Overdose Information Network (ODIN) was delivered recently. ODIN provides a holistic view of drug and narcotics including information on overdoses, what drugs are being used, how drugs have been packaged, etc. Public Safety Training Center classes for fire and ambulance have been well attended and will increase further once the summer ends. An agreement with Career and Technology Center (CTC) in exchange for land, training resources, and facilities is still in progress. The county is considering encrypting dispatch channels for police communications.

Behavioral Health scheduled an additional meeting to further review the Sequential Intercept Model. First Contact reported the Mental Health Co-responders have had 533 contacts since the beginning of the year until June. Of these contacts, 20% have been with people 60 years of age or older. The Juvenile Justice Committee has taken on a new task for improving education and employment options for students. Brad Ocker, principal of Chambersburg High School, attended the most recent meeting to discuss school attendance issues and needs of students to develop employment skills.

The next meeting of the Franklin County Criminal Justice Advisory Board will be held on Thursday, October 24^th, 2019 at noon in the Jury Assembly Room at the Franklin County Courthouse Annex.
