Franklin County Names New Chief Assessor

CHAMBERSBURG, Pa. – The Franklin County Commissioners are pleased to announce that Lesa Stouffer has been appointed as the county’s new chief assessor. She replaces Jodi Martin, who was named as the county’s director of tax services in October.

Stouffer is a Certified Pennsylvania Evaluator and has worked in the assessment field for 21 years. During that time, she participated in two countywide property reassessments, starting with an initial parcel review through the final tax appeal process. Stouffer’s experience also includes knowledge of residential and commercial appraisals for ad valorem tax purposes, homestead/farmstead exclusions, damage assessment, the Clean and Green program and the tax appeal process.

In her role as Franklin County’s chief assessor, Stouffer will conduct commercial reviews, ensure proper procedures are carried out in compliance with legal requirements, and train employees on assessment functions. She will also have a key role working with the Franklin County Board of Assessment Appeals and in managing the tax appeal process.

“We are excited to welcome Lesa to our team,” said Martin. “We feel fortunate to find someone who brings knowledge of our programs and has the experience in assessing properties for tax purposes. She is a great addition to our team and the residents of Franklin County.”

A Pennsylvania native, Stouffer is a U.S. Navy veteran and has lived in Franklin County since 2007. In her free time, she enjoys spending time with her children and grandchildren, reading, crafts, motorcycle trips with family, and assisting her fiance with photoshoots.
