Wilburne Elected To Leadership Position

Please join me and the Board of Judges for the 39th Judicial District in recognizing and congratulating Franklin County Chief Adult Probation Officer, Douglas J. Wilburne on his election to serve as President of the Pennsylvania Chief Adult Probation Officer's Association for 2024 and 2025. In addition to serving as the association's President, he is also serving as Chair of the Pennsylvania Partnership for Criminal Justice Improvement and Chair of the Association's Evidence-Based Practices Committee.

Chief Wilburne has served as Franklin County's Chief Probation Officer since October 3, 2019. He has been actively involved in state agency committees and associations, working towards the improvement and enhancement of probation and parole services. He has held various positions within the Pennsylvania County Chief's Adult Probation and Parole Officers Association, including Chair of the Communications Committee, Vice Chair of the Evidence- Based Practices Committee, and Vice President of the Association. Additionally, he is an active member of the Association's Standards and Legislation Committee, the State Adult Probation and Parole Advisory Standards Subcommittee, and he serves as the State's central region Probation representative for the Parole Homicide Review Committee.

Chief Wilburne is committed to enhancing the County's ability to assess and address the specific needs of each individual under supervision and bringing statewide proven initiatives back to Franklin County. Explaining his approach, Chief Wilburne stated, "This new approach can improve public safety, promote an individual's rehabilitation, and effectively reduce our recidivism rates."
