October 2019 CJAB Meeting Summary

The Franklin County Criminal Justice Advisory Board (CJAB) met on Thursday, October 24th, 2019 at noon in the Jury Assembly Room at the Franklin County Courthouse.

Judge Van Horn called the meeting to order at 12:02PM, and welcomed the group.  

Judge Van Horn thanked everyone who had provided survey responses in preparation for the retreat and those who attended. A draft of the 2020-2023 Strategic Plan and a Planning Session Summary Report was distributed to the group prior to the meeting. Judge Van Horn invited the group to engage in discussion, provide feedback, comments, and suggestions about these documents as the Executive Committee will be developing recommendations during the November meeting.

Glenda Helman provided the Criminal Justice Advisory Board office report. The Justice Mental Health Collaboration Grant funding for the “Get Back Up” program was not awarded to Franklin County. Only 15 projects were awarded nationally and the grants were awarded to larger cities. The 2019 JAG BJA funding for the Livescan equipment and Strengthening Families programing was not awarded to Franklin County. The County Jail-Based MAT funding through PCCD was recommended for funding.

Todd Ferettii, PCCD Liaison, emailed PCCD updates. Currently, funding announcements are released for: the 2019/2020 School Safety and Security Grant Program-Competitive, the 2019/2020 School Safety and Security Grant Program-Meritorious, the 2020 Community Violence Reduction/Prevention, and the 2019-2020 PACTT Competitive grant opportunities.

Matt Fogal, D.A., provided the Overdose Taskforce Report. The second three-year Strategic Plan of the Overdose Taskforce has been completed. So far in 2019 there have been 20 fatal overdoses, at this time last year there were 32.

The Case Flow Committee has worked to plan a discussion on Pretrial Policy which will be held on November 1st, 2019. The Behavioral Health Committee has completed and distributed the Sequential Intercept Model update, and DUI’s have been identified as a concern of focus for this committee. Two Youth Court trainings have been conducted; 21 new students have been trained. Franklin Together Reentry Coalition has provided a reentry simulation in York during September. Another reentry simulation for Lycoming College is scheduled for November 7th 2019.

MDJ Eyer announced there is a proposed amendment to Senate Bill 918 title 42. This would eliminate pre-trial detention for failure to make bail and suggested the group review and be aware of this potential change.
