Requirements include:

Associates degree in Public Administration, Communications or training/certification in a related field. Must maintain certification as a E9-1-1 Center instructor as defined by Franklin County and the Commonwealth of Pennsylvania. Must obtain and maintain the following in the first 12-16 months: APCO CTO (Communication Training Officer) certification, NEAD ETC instructor, CPR instructor At least one Quality Assurance certification of the protocols used for NAED. All other protocols must be obtained within 24-36 months. Five (5) years working experience as an E9-1-1 operator/public safety Telecommunicator. Three (3) years’ experience as an E9-1-1 center supervisor. Must possess and maintain certification as a PA certified Basic Telecommunicator Supervisor within six (6) months. Must possess and maintain certifications in the following: PA Certified Basic Telecommunicator Supervisor, Priority Dispatch Emergency Medical Dispatch, Commonwealth Law Enforcement Agency Network, National Crime Information Center and Pennsylvania Justice Network. Must maintain current certification as defined in Commonwealth of Pennsylvania’s Act 78, Act 56 and Act 17.


Must obtain and maintain a certification as Training Instructor as defined by Franklin County and the Commonwealth of Pennsylvania within one (1) year. Any equivalent combination of training and/or experience, which provides the required knowledge, skills and abilities, may be substituted year for year.
